When you use a drawing primitive, the solid version and outline version produce two differently sized primitives. This is a problem for so many reasons I honestly hope we don't really have to justify it, but the major one is if you request a square to be drawn that is 16 pixels wide, filled or not, you would expect it to be a square that is 16 pixels wide, not 18 sometimes. I'm assuming it was a deliberate choice and not a bug, but if it is please file it as such:
Here we can see two squares being drawn with the same sizes, but visually they are not the same size because outline actually draws around the coordinates.
