Creating your registered Windows Phone Dev Center account
Once you have your registration promo code, point your favorite modern browser to the Windows Phone Dev Center at http://dev.windowsphone.com. To register, you will first need to sign. Click the “Sign in” link.
The Windows Phone Dev Center requires a Microsoft Account. "Microsoft account" is the new name for what used to be called a "Windows Live ID." Your Microsoft account is the combination of an email address and a password that you use to sign in to services like Hotmail, Messenger, SkyDrive, Windows Phone, Xbox LIVE, as well as the Windows Phone Dev Center. If you use an email address and password to sign in to these or other services, you already have a Microsoft account—but you can also sign up for a new one at any time. If you don’t already have a Microsoft account, you can create one by clicking on the “Sign up now” link on the Sign In screen. After completing the sign-up process for a Microsoft Account, head back to the Windows Phone Dev Center (http://dev.windowsphone.com) and click sign-in.

The following steps will outline the process to register with Dev Center and give you the opportunity to publish your games in the Windows Phone Store:
Sign-in to the Windows Phone Dev Center
Click the “Submit App” link. If you are not already a registered Windows Phone developer, you will presented with an opportunity to register with the Dev Center.
Fill in your account info and provide a unique publisher name. Once you enter your Publisher name, you can check the availability of that name by clicking the “Check availability” button. Once everything is complete, click the “Next” button.
On the Purchase Subscription page, select “I have a promo code” and enter your promo code provided to you from YoYo Games.
Once you’ve registered, you will receive an email to verify your account. Once you’re verified, you now have the ability to submit apps into the Windows Phone Store.
Next Steps to Making Money
If you plan on collecting payment for your app, whether that’s through purchasing or ad-funded, you will need to set up your payment account information in the Dev Center.
